Sounds like a Fuel delivery problem to me.

Carbs may need rebuilding

Have Fuel lines been changed from the grey gooey ones to New Fuel Lines ????

Fuel Selector Switch could be stopped up.

Fuel Filter under the Hull could need cleaning.

There is a sticky on this in the how to section.

What is the compression on this engine ???? I would check that first.
