How on earth do I test it? does the ski have to be running, I would assume so... but still there are two wires going to the gauge... which one is power??

Try using the forum search you should get quite a few hits....I have seen tons of topics about this!

There are 2 wires going to the fuel tank. Jump them with a wire to both ends in the connector on the gauge side. If it doesn't register full at the gauge the gauge is bad if it does register full...the fuel baffle has the problem.
