94 xp help

I just bought a 1994 xp. I had one and bought a second one the first one works great but the new one I have had nothing but problems with. First time to the lake made it off the trailer past the no wake zone then it died when I opened it up. Since then I rebuilt the carbs replaced the gray fuel line and put in a new fuel selector valve. I hooked up the garden hose to it and it seems to run great then I put it on the lake and when it was loaded it wouldn’t rap up 3500rpm at most when it was in the water I couldn’t see anything plugging up the inlet for water on the bottom. When I put it back on the trailer and got it out of the water it ran fine again. I don’t know if I have an engine problem or a jet pump problem.
 
Remove the drive cover and *plugs. If you can turn the PTO easily, the jetpump bearings are not froze.
Did you leak-down test the carbs after re-assembly? BR8ES *plugs gapped .021?
Over-tightening the separator bowl cap may have cracked it. Are plugs wet?

Are *plugs wet?

Pre-ride check means removeing the seat and front basket to look smell for a gas
leak prior to engine start-up. Dumping the water separator/filter unscrewable bowl
tells if you have water in the fuel tank. Its filter is washable with soap & water if dirty from
fuel purchase contaminates. Located under front consul next to steering.

Useing a pop-off tester after the carb(s) are re-assembled you would pump up to a lower pressure and wait a few minutes to see if the assembly needles & seats leak
or not, prior to installing them (it). If they leak, hard starting and poor performance
occurrs. Dual carbs pop-off need to be within 1 psi of each other, and butterflys
syncronized.

No the plugs are not wet I did a compression test and I have 160 psi in both cylinders. I did look at the filter bowl it does not seem to be cracked and it was clean. I did not check the pop off I had know idea that I needed to do anything like that could that be causing my problem? The thing I don’t understand is that it runs great when its out of the water but when I put it in the lake it has no power.
 
This is Because out of the water no load is on the engine. Once in the water, a load
is put to engine, it needs a richer mixture. A clog ANYWHERE, or air leaking into the
draw supply makes it hard for the fuel pump to deliver enough fuel to a thirsty engine.
Go back to the basics and determine if the carb setting adjusters are wrong, carb filters clogged, or the fuel routeing circulatory is clogged. (selector valve). separator letting air in. Maybe the lines on bafel are in wrong position, or on carb wrong?
Supply goes on lower nipple. Is Pulse line & tube free of clog?

Try this. Put a short clear line on the carb IN nipple, the other into a shot glass of pre-mix fuel. Start engine, if it drinks & runs good, problem is in the fuel delivery lines.
 
Is there any way to adjust the mixture on the carbs i dident see any screws When I replaced the fuel lines I did it one at a time so im shure they are not mixed up the whole fuel system has been rebuilt.
