94 SPX - Jet Pump Reinstall - Sealant or No Sealant?

So in the off season, I pulled my engine out and did an oil pump block off kit and a few other little odds and ends. I put it back in and used the black permatex stuff around the pilot stub on the pump housing and around the bolt flanges. I didn't replace the neoprene seal on the rear side of the ride shoe assembly. It leaked like a sieve.....

So I've ordered a new neoprene seal and it's on its way. But as I'm researching around looking for tips, it looks like a lot of folks don't seal around the housing face at all. Looks like a lot of people just put some clear silicone on the neoprene seal and bolt it up. I'm curious as to whether I can actually make this work or not. How do YOU do it?

Also, when I've pulled the pump, I've left the three tubes sticking out of the top of the housing and pulled them through. From inside the hull, I don't have access to the hex portions to get a wrench on them to remove them, so I've just left them in the pump housing.

Even if I don't use sealant around the entire face of the pump housing, I'm assuming that I'll need to put a decent amount of sealant around the face where these three tubes pass through the hull. I may put a small bead around the tubes where they come through the hull as well as a precaution. I'd appreciate any tips or tricks that anyone may have.

Always use a new neoprene seal and the only place you should use silicone is around those three tubes.
