787 hard to start on trailer

Do you think this is a carb issue and if so what specifically in the carb should I look for???

When I go to start the motor the throttle need to be up a little and choked (even when warm). When it fires rpms go high 3.5-4k because of were I need the throttle to be just to get it started. If I back the throttle down once it starts it will stall. If I keep the throttle up a little it usually stays running.

I took the carbs apart and checked all the passageways and changed filters. Maybe I missed something in there.

I used New plugs and cut back plug wires.

Any ideas are appreciated....
