657 carb rebuild

hi All,

New here, just bought a 1995 seadoo gtx 650 and rebuilt the carbs but did not take a pic of it together before I pulled it apart. The lower butterflies are offset. One is half open and the other is closed. Is this normal? It just doesn't seem right took a pic of it

No I don't.

There should be an adjustment screw on the links between the two carbs that will bring them into sync.
 
If you google search your year and model and service manual, you should find a downloadable document. It will have a diagram and procedures to resynch the carbs.
 
Yes, the check valves draw in the fuel, if they are not installed correctly, or if they are cracked, the fuel pump side of your carb will not work.
