3000RPM EXTREME Bogging.

I have a 98 XP limited. around 2700-3000 RPM under acceleration if boggs ALOT and if you don't feather the throttle it'll die. but if i'm trying to accelerate usually i hold the rpms around 3000 for about 10 seconds then i can apply WOT and it'll take off. I'm guessing it's running to rich in the band around 3000 rpm. would adjusting the low-speed screw to lean it out be the right approach?

already replaced the lines fuel filter and cleaned the carbs and replaced the internal carb fuel filters.
 
check to make sure, the xcellerator pump is "squirting". Pull airbox off, and take gander into carb, while throttling.
 
exhaust hoses

Bad exhaust hoses will limit the rpm to 3000. Are the hoses soft in any area? The hoses can delaminate on the inside and restrict the exhaust flow. That's what my boat did. I had a 240EFI M2.
