2021 GTI 130 SE won' start

2021 GTI 130 SE doesn't start. Display on, solenoid replaced, battery 12.6V and 12.4V under load. A few clicks and the engine doesn't turn over. Impeller has no obstacles. The mashine has 19 hours only.

Sounds like a battery or a starter problem. Is it lightly clicking at the solenoid or is it clunking at the engine?
Check to see if voltage is getting to the starter.

Also,,,go in there with a flash light and a mirror,,,had one where the water proof coating on the positive terminal prevented proper contact, starter was good.
