I have never seen this part on 2 stoke pumps.... what is the purpose of it

Called a plug.... why use it whats it for???

I guess I'm not the only one that doesn't know

That should be your intake water screen and cleanout. Although I have never used it, I think it gives you access to the screen from the top.
