2012 GTI SE130 reverse problem

I am looking at this 12 GTI for a friend. It will show forward and reverse on the dash but the ski does not go into forward or reverse. It seems to me that the diverter on the back is not moving out of the neutral position. Not sure how to proceed with this, I did check the fuses and they all seem fine.
Any ideas will be welcome.

Are the 2 bolts still in the drive rod in the gate system on the upper left side of the pump? Will the reverse gate go up and down by just grabbing and lifting it?

Since it's saying F, N, and R, and you should be able to hear the ibr motor running when changing.
