2009 Speedster 150 Intake grate Cracked - How do I remove and replace

I have a 2009 Speedster 150 with a cracked intake grate. I purchased a new grate but cannot remove the old one. The front bolt dies not turn and I don't want to snap it. I read that it has a lock nut but am not sure where to look.

Any suggestions?

The shop manual says to heat them with a heat gun to break the sealant. It has mentions using an impact gun to remove them.

Do not use a torque wrench,,,hand tighten only,,,so you do not strip a thread.
