2007 Seadoo Challenger 180 no power

When in lake max rpms is 2500, when out of lake it can max out rpms. Any help I have no clue where to even start looking at. Any help would be greatly appreciated

It will go into gear and putting throttle at max in lake only 2500rpms. Which is about 7-10mph
