Boat revs up and down and will not go over 10 miles per hour????

Check the impeller and wear ring first, make sure the isn't anything lodged in the intake, or rope or other debree wrapped around shaft. Look inside intake grate. Next look at the impeller from the rear, should not see any or almost no light around wear ring that surrounds impeller. Look for rocks etc, jammed in the impeller blades. That will definitely kill any Forward propulsion.
