2005 SeaDoo RXT 4-Tec ic SuperCharged only reaching 53 m.p.h.

I bought a Used 2005 SeaDoo RXT and finally put it in the ocean yesterday. At idle coming out of the "no wake zone" r.p.m.'s were running between 1750-1850 - Is that about right for this model?

When I gave the PWC full-throttle I could not get the PWC to accelerate beyond 53mph. At times, there's a little bit of a lag in the throttle response, before the quick power kicks in.

Can someone give me a laundry list of potential issues or recommendations and potential costs?

Low RPM sounds like a supercharger issue. Any idea how many hours are on it and if the washers have been replaced?
 
The 2005 SeaDoo RXT has 58 hours on it. The RPM's of 1750-1850 are the RPM's without any throttle as I'm cruising through the No-Wake Zone. The PWC hasn't been serviced by the previous owner since ownership, I imagine. I'm going to take in for a full service tomorrow at an independent shop.

I'm sure the washers haven't been replaced in the past on the Supercharger. I'm concerned as to why the SeaDoo doesn't reach close to the 70mph speed limit; I can't get it past 53 mph and it doesn't hold there for too long either. Is there any way I can test at home whether the Supercharger is working or not? I'd like to walk into the shop knowing more or less what my issue could be.

Could it be related to a damaged impeller? What things can I look for a home as tell-tale signs?

What's a fair cost for changing the Supercharger, if it's non-operable?
What's a fair cost for changing out the Washers of the Supercharger?

Another issue I've noticed is that when I insert the key, the engine doesn't always turn-over/start. At times it goes through its "beeping cycle" for about 30 sec and then allows me to start it. Other times it goes through the same beeping cycle (one long & 4 short) and when I attempt to start it, you can hear a click sound of electricity reaching the starter and the engine doesn't crank.
