2005 GTI - Runs idol in water no power

I have a 2005 Seadoo GTI - When it is out of the water - it revs fine - I had some sand and rocks in the water line - so I flushed all the cooling lines out. It ran fine last week - this week i get in water and it doesn't go past idol when in the water - when its out - it seems to rev fine. When in the water I can give full throttle and it doesn't go anywhere - just stays at idol or a little higher - any ideas what could be wrong? It seems like something is clogged to me - but I am new to this - ANY help is appreciated.

Check the compression.

If you can open the throttle, and it doesn't die... then the engine sounds like it's about to give up.

The Compression is 150 on both front and back - it is hesitant to start - it does after a few pushes of the button - it sound hesitant - could it be carbs?
