2005 GTI LE RFI not engaging solenoid

I have a 2005 GTI LE RFI that is very low hours and we'll kept. Ran fine a few months ago but now it doesn't want to start. I charged and load tested the battery. Insert key and everything powers up. I push the start button and solenoid will engage for a split second and roll the engine over, but not long enough for it to start. And it only does this once after i reconnect the battery. After that, not even a click from the solenoid. I have tested power to the start button and checked continuity from the button to the pin on the ECU. All of that tests good. Without knowledge on theory of operation and a service manual, I'm not sure what to check next. I can jump the solenoid and the engine start right up. Can someone explain what I'm missing? I'm guessing it's an internal issue with either the ECU or MPEM but I'm not familiar with this system.
