2004 rfi le bogging

I have a 2004 GTI RFI LE it was flipped about a month ago I flushed all the water out of the engine and got it running again, so now here is the problem! on the trailer it runs fine but what I put it in the water it idles at 1500 RPM's but when I give the throttle it has a dead spot and hangs around about 17 to 1900 RPM but once it starts to get to 2100 RPMs then I have a full power till I stop and let it sit idle at 1500 RPMs then go to take off it has a dead spot again wondering if anybody could help thanks

With the RFI engines... the only place to start is with checking the engine compression, and the fuel pressure.
