2004 GTI le rfi low power on water

Unit runs fine out of water but only does 5 mph in water and won't open up.
104 engine hours well maintained. Where do I start???

Engine won’t rev up or engine revs but doesn’t go like slipping clutch?

It reved out of of water but wouldn't go over 5 mph in water. I figured it out. Solenoid and valve check stem. I also replaced the plugs and it ran fine
