2003 Sportster LE 951 DI--Throttle Creeps to Wide Open

In August 2019 I had the engine replaced. Ran great last year and put it in this spring and ran great this June. Because of high water and docking issues, I had to move it to my neighbor's slip to protect it better from high waves. While running it to take it out of the water, the engine overheated. I must have sucked up crud in his slip. Pulled out the boat and flushed it out. Water exited the way it should and ran fine out of the water. Got to my house to flush it out again just to make sure and the throttle automatically crept up to wide open. Turned it off immediately. Repeated flushing and throttle crept up again to full. As it was doing this, I revved it with the throttle control and it responded; I choked it out to make sure the choke was working.

Inspected choke and throttle cables. Nothing obviously broken and both were responsive.

My first thought is that somewhere there is an air leak drawing in fuel. What might cause the engine to draw fuel and air automatically?
