2003 GTX-DI caps out at 3400 rpm in water

Took it out in the ocean couple of days ago - first run was perfect (ee ran it for about 10 minutes). We switched drivers, without killing the engine, and then it capped out at 3400 rpms. Brought it to the shop, and they said the impeller was shot, so they replaced it. Put it back in the water, first run again was perfect. Switched drivers, and then it capped out at 3400 rpm again. I took it out of the water and ran the engine on my trailer, and it gets up tp 6500rpm no problem. We looked underneatth but it doesn't look like anythings caught in the grate. Any ideas what could be causing this?
 
Got one other question - how can I tell if its an issue with the carbs, the ROTAX, or the oring? After reading some other related posts, it looks like all 3 could cause the same issue. Any suggestions would be helpful
 
Many factors, low compression, fuel pump screen clogged, ect. Find the symptom answers all listed in your Shop Manual.
