2003 gti le tops out at 25mph

I have a 2003 gti le that has lost it's get up and go. It starts and runs smoothly, just when you get over 3/4 throttle, the engine doesn't pick up any more speed. I have replaced plugs and fuel filter-any ideas??

Is there a wear ring on it? If so I'd check it.

edit - I reread your post and if the engine doesn't rev past 3/4 throttle then its definitely your carbs. If it was the wear ring it would rev normal but the ski just wouldnt move as fast
