2002 GTX RFI 110hp won't start

My son hit a large wave and the seadoo shut down and would not start. No beep when the kill switch was installed. I checked the battery and it was putting out 7.5 volts. I changed battery and I now get 2 beebs but started relay makes a buzzing noise and starter make a kickout noise but no turn over. Do I need a new relay or new starter?
 
Sounds like the starter bendix may be stuck in the ring teeth. Remove the drive cover behind engine and see if you can turn the PTO by hand. If not, remove the
starter. It may need repair. The battery cables may be internally corroded as well,
and can indicate voltage, but not carry CCA's. Bills86e
