2002 GTI, just rebuilt engine, won't pee

Just rebuilt the 720 engine on my 2002 GTI. Started up in the garage quick and dropped it in the river today. Sounded good, but I noticed that it wasn't peeing. I checked the waterline form the pump and water is going into the engine, but I'm not getting anything out the side of the ski. I pulled the top plate off the engine and I have a little water in the area's outside of the cylinder (none inside the cylinder). Probably ran it for a total of 5 mins.

Any ideas?

When you are hooked up to the hose water it will shoot a steady full stream. Water is running in reverse. (flush out)
When you are in the water and idling around it will only dribble until you accelerate, then it will shoot a stream.
Obviously you didn't overheat it so I would put it back into the water, after blowing out all the hoses as Doc mentioned and have someone watch while you accelerate and make sure it is flowing.

If it is flowing fine then you are good. If not, then you have something blocked or hooked up backwards.
