2001 LRV 951 cc, Crank, No start

First start up for the season didnt happen. battery was low, charged ok. Went to start ski, Cranks like crazy, will not fire. Fully winterized last fall. Installed new plugs. Possible fogging oil in cylinders? I do have only about 1/4 tank of gas, maybe thats the issue?

If you have compression and spark... then you aren't getting any fuel. Try putting a little premix down the carbs, and see if it fires up. If it does... check to see if the fuel is pumping up to the carbs. If it is... then it's time to clean the carbs.

By any chance do you have gray fuel lines?
