2001 GTX DI Fuel Pump Housing

So I just removed the fuel pump assembly to clean it all out and get new filters. What does the bottom line do? I tried to blow through it to see if I can get air through it or anything but nothing happens, seems completely clogged, is that normal? And yeah I know, it’s super rusty and rough looking.. The one above it is clean and flows air right through down to the center plastic port for the pump.

Also, for some reason this app always rotates my photos, no idea why lol

But is it suppose to be clogged up? I can’t blow through it or anything not even compressed air. Only can get air through the top port
