2001 Challanger idles at 4000 RPMs

Hello All, new to this hope you guys can help me out. I have a 2001 challenger 2000 with the 240 EFI engine (model #S240J30YS) The butterfly valves in the throttle body got corroded and one stuck in the open position causing flames to back up into the TB warping one of the shafts. A new throttle body is over 4 grand. Previous owner somehow rebuilt the Throttle body and it is running but idles high. I adjusted the screws on the throttle on the engine but there is little or no change. No one here in Hawaii will work on the engine for some reason. There are two ways i was able to lower the idle 1) by turning the TPS sensor all the way, however then it would smoke too much and run rich. The other way is to pull on the spark advance lever also then it would run poor and sometimes turn off. I am not sure if everything was done properly when TB's were worked on and if everything was put back together. I looked at different tests to adjust the idle from service manual however i need to lower the rpms by way too much.

Does anyone have a pic of their TB and the cable routing so i could try and match to mine. TY
 
Or any pointers as to what could be put back wrong on TB to cause the high rpms. I have a feeling the mecahnical side of the engine and electronic are not in tune (synchronized). Can someone give me any idea what could cause for high idle issues.
