2000 xp 951 wont turn over or start

I recently bought a 2000 seadoo xp 951cc and I'm having a issue. How do I know if I need my key programmed or a new Mpem? I'm getting power to all my fuses and even to my coils but no spark. when I hit the start button I get one beep and when I use the diagnosis i get a short beep followed by a long beep. I'm new to working on pwc's so any advice would be extreamly helpful

Do you get the two beeps when you first install the DESS key?

No i only get one beep

One beep means it doesn't recognize the key. So either you have the wrong key or a bad key.
