2000 XP 951 throttle cable problem

I had taken my engine out to replace the bendix, (engine, carbs and all) I disconnected the throttle cable. I also put the oil block off kit on, now I'm trying to put the throttle cable back on the carb, I looped it around the valve arm and tried the throttle, when I squeezed the throttle the valves opened properly, but did not close when I let go. The throttle was still wide open....

Does anyone have pictures or information on how the throttle cable should go, or how to fix the problem?
 
Be sure the cables are routed in a sweeping arc. It is possible the linkage is frozen up as well, if the cable is in a nice arc.

Does the old oil pump cable come into this factor? I pulled on the oil pump cable and the throttle returned to it's normal position.
 
It's part of the linkage. Be sure that with the cable un hooked the carbs "snap" to idle position, before you connect the cable. It just sounds like the cable is kinked and not allowing the linkage to return, from the friction.

the oil pump cable should not be on there if you removed the pump
possiable it is getting jammed up in the linkage because it has nothing to pull
against.
if it goes into a splitter, your gonna have to open it up and remove the oil pump cable from the splitter, make sure you dont damage anything while your in there, a sticky throttle is dangerous

On the 951 engine which hole should the throttle cable be set in on the valve arm? I've switched holes, cut the oil pump cable off the splitter, opened the splitter made sure the oil cable wasnt connected, but still throttle cable will not return to normal position.
