2000 Seadoo GTX won't stay idling

2000 GTX 947/951 new engine& carbs rebuilt, finally got it running & started to break in engine. Problem is that I adjusted the idle to 1400rpm in the water, but it will not stay there it revs all the way up to 2200rpm & then I hit the throttle & it knocks it back down but it creeps back up. Any thoughts???
 
Sounds like you either have an air leak or it is being starved for fuel for some reason, both and indication it's lean.
 
Well the plugs indicate that it is running rich, so I'm thinking your right about an air leak. I'll have to take a look at it & see whats going on. Thanks,
