2000 rx 951 cc hesitates on acceleration

Hi everyone .Took the ski out today for the first time after complete rebuild (including carrbies ) and to start with it would only rev to 2000 rpm and anymore throttle it would die. Adjusted the low mixture screws out another quarter turn and then it would hesitate to accelerate but after 2-3 seconds it would take of really well. After a few hours it would run alright over 3500 revs but between 1500 -3300 it sounded like it was missing and hesitating to go. Still tries to run flat out on the trailer if you start it out of the water and give it any throttle until you pull the choke then it comes back down to normal idle. Any help would be great.

Check to make sure the carb/mani gasket is properly aligned...they sometimes pop out of place when mounting the carbs.

It sounds to me like the needle/seat maybe leaking.
