2000 GTX RFI venturi bolts

Changed my jet pump oil last night. The 4 bolts that hold the venturi on call for 15 ft lb of torque. I always start with a small ratchet before going to the torque wrench. 2 of them tightened up niceley and torqued right up. The other two seemed to turn for longer and then the third reached torque. The last one seemed to turn and turn and began to make me nervous. The last thing i want to do is strip it out. It is "tight" but not 15 ft lb. So i marked it with a paint marker and called it a night. They are all blue loctite'd by the way. Thoughts?
 
Never use a torque wrench on those bolts,,,the manual is wrong,,,the retaining nuts are only held in place by a plastic square retainer,,,the nuts will spin in their cases,,,you can replace them with new ones,,,snug is good on them,,,
 
Just snug on those for sure. My manual called for the torque on those in "inch lbs" but still seemed too tight with the plastic.
