2000 GTX DI won't start without additional throttle and is running very rich building black soot in exhaust manifold and exhaust pipe.

The paddle wheel for the speedometer was not connected well and allowed water to seep into the hull, water built up and was sucked into the cylinders. I took the plugs out, along with the exhaust valves and spun the engine over and over until all of the water was removed from the cylinders. I cleaned the plugs and check to see if they were still firing. Put everything back together and tried to start the engine without adding any throttle. The engine would not start, I added a little bit of throttle and the engine will start, if you let go of the throttle the engine immediately cuts off. Just need some help on identifying what to check or do to get it running normal again.
