1999 gsx wtf!!!! Help

Help somebody more knowledgeable than I. Here is the scenerio: New fuel lines, cleaned fuel switch, removed fuel baffle no problem their, pressure tested entire fuel system per shop manual, cleaned all filters small carb ones too, cleaned carbs twice, ( pop off pressure is 5 psi higher than manual suggests ) 135 psi compression, repaired exaust water leak that started problem to begin with putting water in intake box. Cleaned and dried it out. Just putts about 5 mph I let in run full throttle for a minute ( only goes 5 mph at full throttle sounds like its breaking up sputtering) then pull plugs. Both are black/brown but not wet. tried new plugs same thing I dont have a clue what else to do. It also has a new pump and impeller. Could there still be water in the engine? Plugs dont seem to be fowling though they are dry when pulled.

It starts, idles, runs full throttle, plugs are black/brown......... :confused:



Is there a problem????????
 
I may not have written it right. It only putts at 5mph at full throttle and it sounds like its breaking up but not the same sound you get from one cylider running and not the other.
