Getting ready to purchase a 1999gtx with a 951 motor. If it's plugged into a computer can I see when it was last ran and how the rider rode?
 
No, the only thing you can check is the hours with the computer, not how it was used.

You need to check the compression, 130 psi is perfect and 110psi is about the lowest before a rebuild. Also a 951 crank is getting pretty worn out at about 200 hours and can't typically survive just a top end rebuild.
If the fuel lines are gray they have to be replaced and the carbs have to be rebuilt too.

If they used anything but API-TC full synthetic oil walk away. If the oil isn't red or gold in color it is 99.9% the wrong oil.
 
Seconded. What he said. Assuming it's the original INFO center gauge, it should show you hours on the engine as well. Assume a rebuild between 175-225 hours.. and adjust your offer accordingly.
 
Is there a limit to the number of rebuilds before you need a different motor?

Or can you just keep installing new sleeves (if they have them)?

Nope, once you bore to the maximum then you can just sleeve them. Seadoo only offers one or two oversize pistons but the aftermarket typically goes .25, .50, .75 and 1.0 overbore then you resleeve and are back to stock.
