1998 seadoo speedster starter issues on 1 of motors

I took my starter out and rebuilt it. Put back in and get a few spins then clicks. The other motor turns over fine. What could be the problem?
 
I had the same issue many many years ago, replaced my battery and it worked just fine. My starboard engine would fire right up, port side was a big nope. Also if I remember correctly the engineers share a ground. It goes from one magneto housing to the other. If that's corroded or compromised it could cause issues.
