1998 GSX LTD Not turning over

I have a GSX Limited. It needs a carb cleaning and hesitates of the line but at 1/4 throttle and up is ok. Las weekend was riding and quit on me. I went to go start and would click but not turn over. I put it on the trailer and hit the starter with hammer. Got a loader clicking out of it? To starter out and noticed the one spark plug was not fully tight and there was a little oil on top of the head. After I took off the starter I turned the gear by hand. It is not smooth has a notchy feel to it. Hooked it up to jumper / started and spins no problem. I can turn the shaft going to the impeller by hand about 5 degrees each way.
Is the started bad or is the motor locked?
Any suggestions?

sounds like only one cylinder is locked thats why you can still turn it a little, probly the one that the plug was loose on pull off the head and check the piston if you cant look down in and see any visible problems. this is not recomended but you can put a pipe wrench on the shaft case NOT ON THE ACTUAL SHAFT then try to break it loose easily DO NOT WRENCH ON IT HARD YOU WILL BREAK THE SHAFT.
