1997 XP won't turn over with plugs in

I have a 97' xp and when tring to start the starter engages for just a second but won't crank the engine. I took the spark plugs out and grounded the wires-hit the start button the engine cranks fine. The battery is a new and fully charge. Could this be a weak starter? Where should I start troubleshoot to find the root of the problem, Thanks.
 
Sounds like a weak starter... BUT... I've seen plenty of bad batteries out of the box. (especially Wal-Mart, and Chief Auto parts house brands)

I would hook a volt meter to the battery, and hit the go button. If the voltage drops below 10.5v... then it may just be a bad battery.
