1997 XP starting problem...no power

I have a 97 xp and when you push the start button nothing happens. I put a voltmeter on the battery and there is 12v. I jumped the cables on the starter relay and it cranked over, I installed a new relay and nothing happens when you push the start button. I am thinking its possibly the start button or possibly a fuse? Anyone have any other ideas or how to troubleshoot the start switch. I've did some researching on here.

p.s. the ski was flooded a couple weeks ago and I got the water out of it and had it running fine the next day
 
Not sure if this may be relevant or not but there are two cables going to the black terminal on the battery. I've heard that the thinner cable is notorious for having bad connections at the battery end. This would be the one going to the distributor box.
 
The following is for a 96 XP but probably should be the same. You should get two quick beeps when you put the key in telling you the MPEM is ready. If its anything else check the manual. The 96 manual also tells you to check the 5A fuse in the electrical box in the front.
