1997 Seadoo Gtx

Have a 97 Seadoo GTX

Out of the water revs right up to 6250 rpms, put it in the water it won’t go past 4600 rpms.
If I come out of someones wake the motor ramps up to 6250 at wot but tgen dies back down to 4600.

I rebuilt the rave valves, new plugs, good compression motor was just redone about 20 hours ago.

Not sure what to check next, carbs?
 
I had this issue with a 1997 GTX. It was my wife's ski. It would run 37mph and when you hit a wake it unloads the impeller a bit and allows the engine to get past its stumbling point and onto the main carburetor jets. Ski ran great as long as the ski stayed above 5500RPM. If the RPM dropped the ski wouldn't go past 4300RPM. I went with the technical service bulletin recommendations (slotted raves) but I also installed factory spring in the carbs to bring the pop-off to 38psi.
