1997 GTI won’t accelerate without choke

I have a 1997 GTI, runs good out of the water but won’t accelerate in the water. I can hold the choke out 1/3 of the way and it will run all day. Compression on both cylinders are 120. Any advice on where to check next.
 
It helped some, I think it needs the carb rebuilt.
Could very well need the carb rebuilt, you could vacuum test or replace the selector valve and fuel filter o ring first. Also keep in mind that 120 pounds is getting very tired although that shouldn’t stop it from running correctly, just hard to start a specially in the water.
