1997 GTI will not start

I keep reading about a beep sound when trying to start the Sea Doo, this 1997 GTI does not do that but 1996 GTI does. Is it important to the starting of the engine? Please advise
I am reading the owners manual now.
 
The beeps confirm that the MPEM is "reading" or recognizing the programmed key.

There is a page in the manual with the list of audible beeps and what they mean.

2 beeps - MPEM recognizes the correct key is on the DESS post etc.

I'm thinking it's the MPEM, sheared off woodruff key or possibly a faulty rev limiter.

Was the engine recently rebuilt(either the top or bottom end)?

No, the engine has never been rebuilt. I read the Sea Doo manual like you suggested last night and also read about the beeps, but did not see where the lack of beeps would mean that the engine would not start. We do have 2 keys that came with the Sea Doo. Will try if the other one works differently then the one my husband is using. Is there any way to check the MPEM to see if it is bad? So what you are saying then is if we are not hearing any beeps of any kind, the MPEM is not recoginzing the key and that is what is preventing the Sea Doo from starting? Is this correct
 
The speaker or beeper (probably in the handlebar cover) on Sea Doo's fail over time or work intermittently.

I own 3 Sea Doo's ('96 GSX, '96 GTi & '98 SPX) and the beepers all work whenever they want to. If I plug the key onto any of the three's DESS post. It's always a toss up if it beeps or not. But as long as the gauges & lights light up on the handlebars and it starts. I'm on the gas and gone!

But here are a few more questions for you since we don't know the history of this ski:

1.) Is the paint on the head bolts in tact or are there some pieces of paint missing? This would tell if the bolts have been removed or tampered with in some way. I'll attach a picture of my '96 GTi's head bolts for an example.

2.) Have you checked the clearance between the rotary valve cover and the rotary valve surface with a feeler gauge?

There is a spec in the manual that needs to be checked.

Just some food for thought...I was thinking that if the engine was rebuilt that the rotary valve timing might have been set incorrectly or that the rotary valve shaft's brass gear might be damaged. You would need a timing wheel($15) to set it correctly.

But since it hasn't been rebuilt. I wouldn't totally rule that out.

The rotary valve can skip a tooth on the shaft gear and also throw timing off.

The rotary valve shaft has a brass gear on it(41 teeth) that is meshed with the crankshaft and as the crankshaft turns. It turns the brass gear which in turn turns the rotary valve shaft which turns the rotary valve underneath the rotary valve cover which covers one intake opening where one carb sits above it and the other intake passage is left uncovered for the intake of air, oil from the injection spigot as the carb butterfly is opened by the throttle cable from the thumb throttle.
 
Forgot to add:

There is a thread entitled "2001 GTi; no start" that was started just a few weeks ago where a dad bought his son this ski and it ended up being a bad MPEM that was causing the "no spark" issue. The owner bought a Chinese made MPEM to get him through the season and then get an OEM one later.

The MPEM was the problem because the other owner did something to it to cause the issue.

He replaced the MPEM and as he put it, "VVVVVVRRROOOOMM!"

Engine not touched I called the previous owner. He said he had it running August 11th and the only problem he had was with the starter. He has not clue now. At least that is what he is telling me.
 
Sounds fishy to me.

But we can only go on the info given to Us and the symptoms the ski shows and investigate from there.

If he had it running. Was it on the trailer with no load on the motor or was it running in the water with a load on the motor or did it start and then suddenly shut down or ?

Important things to know IMO.

Was this a '96 or a '97 GTi?
