1996 Sportster carbs flooding

I have a 96 sportster and I have just gone thru the carbs cleaned and rebuilt. Ran new fuel lines from tank to carbs and from petcock to water sep. and carbs. Now when i hit the throttle it floods itself something terrible. is this a pop off pressure problem? or is it out of time. if so does anyone have the specs for the pop off pressure and the bottom mag degree and the top mag degree it should be timed at.

Any helpful hints would be greatly appreciated.

Thanks!

If it's actually flooding... then yes, the pop-off is wrong, or the needle and seat is leaking.

Your pop-off should be 38-45 psi. (as I recall)

As far as being out of time... did you have the manifold and rotary valve off? A quick way of checking (ball park) the rotary valve time, is to set the MAG jug to TDC. The MAG runner should be open. Then roll the engine clockwise about 5 to 10 degrees, and you should see the valve just come up from the bottom of the MAG runner.
