1996 seadoo speedster revs up when i put it into gear

hey guys, hope everyone is well. i am having a problem with my 1996 seadoo speedster twin engines jet boat,
the right side engine starts fine and idles fine but as soon as i put it into gear if revs up real high, then i put it back into neutrial and it idles down and is fine again.

Sounds like your throttle cable is hung up on your shifter. You may want to lift the control levers up, and have a look.

thank you, i looked and it seemed ok, it looks like the carb is not getting pulled back to close. i see a cable running from the carb to like the engine block.

So i looked at the carb and from what i can see the small cable that closes the carb when you throttle down is not puling it closes? also i closed the carb by hand and it still revs up when i put it into gear (with the carb closed) any ideas guys?
