I have a problem with my boat stalling out with people in the boat. Also when pulling a tube or knee board.

Try fresh spark plugs, clean the carbs, replace the gray fuel lines with new black fuel lines and remember to adjust the carbs properly. Do a compression test to see what the compression is and what's going on inside the engine. Your problem could be any one of these things, or all of them.
