1996 GTX Problems

I think I have tried everything now, still will not start or turn over. I jumped the silenoid and the starter would engage but not turn the engine over. It has a brand new battery fully charged, I even tried to jump start it from the battery of my jeep(with the jeep not running). The last few times I tried to start it when I held the start button down I would first get a clunk noise like the starter was engaging, then a buzzing sound from the engine compartment. Can anybody suggest anything else to try or should I assume its the starter? Any help or suggestions would be greatly appreciated.
 
Here is what you need to do. Remove the sparkplugs and put the spark caps on the grounding studs. On the rear of the engine, is the impeller shaft. see if you can get the shaft to turn counter clockwise. Use your hand or a pipe wrench to get the shaft to rotate. If it doesn't, it might be that the engine is seized up. If it does turn over than it is the starter is bad.

bad starter

I have done the test for turning over the engine by removing the shield and turning the pto, it went fine, so now I guess I have to assume it is the starter?
 
If you have done that, and you also jumped the starter solenoid, then the starter is the problem. Remove it and see if it just needs to be cleaned or re-built locally by a starter/ alternater rebuilder.
