1996 challanger 5200 rpm and no push please help

ok heres the story previouse owner sucked up ski rope and thrashed wearring. i replaces wearring, checked bearings. took to lake and aska like it wants to go as you throttle up slowly, then acts like your stuck in the mud. 5200 max rpms. very little clearance on impeller and wear ring. impeller didnt look like it sucked a rope? thought previouse owner replaced with jet ski impeller? resealed pump and no change. any ideas?
