1995 SPI Seadoo 5 amp Fuse Issue

I cannot find the reason why the 5 amp starting system fuse blows? The 15 amp charging fuse is fine. It shut down as wife was just riding along. Anyone help?

If im not mistaken, there is a guy on ebay who fixes this and only this issue with sea doo's. He claims if the 5 amp fuse is blowing, something in the mpem is the problem. Hope this helps.
