1995 SP Starting issues

All, keep it 200 miles from where I live and take a long weekend every month to the lake. Ran great last month and started right up. Son was there two weeks ago and won't start, battery dead and ask if I can diagnose by listening to it over his cell phone ( another story). Up there last weekend and go to start it before I put in lake and battery is dead. Branded new battery I bought in May. Charge it up that night and kicks over and sounds like it is about to fire up and won't. Battery goes down after a couple of minutes of trying. Charge again and this time prime it with a little premix. Same issue. Checked for spark and both plugs have it. Did notice that choke won't lock down now in full choke position now. So here are the issues.

One, what could be drawing down the battery in a couple of weeks sitting in a garage. Has never happened before during the summer.

Two, have never had this no start issue even with priming it. Didn't pull the internal metal filter to see if maybe, some how, kids managed lock it in full choke position but would at least kick over before flooding out. Has a new inline fuel filter and has been three years since a carb rebuild. Not sure where to start trouble shooting.

Are you saying you added an "inline" fuel filter? before the carb? I'll say it first...take it out, doesn't need to be there and is a potential leak spot and restricts full fuel flow.

At a minimum, clean the carb...better yet...rebuild it. Check all cables for proper adjustment to the carb (throttle and choke). Is the starter original...could be weak or the solenoid is going (internal contacts could be carbonized/burnt).
