1995 Seadoo XP wont go over 1000 RPMs in water! HELP!

Hello, i am new to this site, so first of all, it is nice to meet everyone. I recently bought a 1995 seadoo xp. It runs great out of water, but when i get it in the water, it wont start without throttle, and when it does, and the throttle is fully depressed it will not go over 1000 rpms. When the throttle is fully released, the ski will stall. When started back up, it will remain at 1000 rpms if fully depressed. When the throttle is released (almost fully, but not enough to stall) and depressed again it will jump to 3000 rpms. When the same thing is repeated it jumps to 7000 rpms. and runs fine until the throttle is released again. At full throttle (when im finally able to reach it), the ski runs fine and doesnt sputter and runs smooth. Can anyone help me??? Thanks for your help!
 
Your carbs LS circuit is faulty, and the carbs & fuel delivery need gone thru completely before you ride it.
