1995 Seadoo XP steering cable removal HELP!

I'm parting the ski out and the last real valuable item on the ski is the steering cable. I got the 19MM nut off that sits on the inside of the hull. Is that it? Will it just yank out? I tried yanking on it but nothing... don't want to break it. I was wondering if maybe the splined nut looking piece on the outside of the hole is threaded as well. Here are some pix.

Here is the 19mm nut that I removed from the inside of the hull

Here is the splined nut thingy on the outside... not sure if its threaded or just yanks out

If its long enough I may want it.
Manual doesn't say how.
Try hitting nut and see if it turns?
It looks like through fitting. Probably hit from inside out. Has white silicon around it??

I didnt see any silicone. Looks like theres some sort of spacer between the hull and that splined nut thingy. Per the manual it looks like the splined thing comes apart into two pieces. Tomorrow I'll clamp a vise grip from the inside and hammer the vise outwards to see if it pops out. When I get it out I'll measure it and let you know how long it is.
